Permanent Residence for Ukrainian Nationals with Family Members in Canada

The Government of Canada has introduced a temporary public policy to help families affected by the Russian invasion of Ukraine reunite in Canada, offering a pathway to Permanent Residency (PR) for eligible Ukrainian nationals and their family members.

Program Overview

This special public policy allows certain Ukrainian nationals in Canada and their family members to apply for permanent residency. Family members can be residing inside or outside of Canada, and permanent resident visas will be issued to those living abroad.

Who can apply?

Category 1: Family Member of a Canadian Citizen or Permanent Resident in Canada; and

Category 2: Spouse or Common-Law Partner of a Ukrainian National with Family in Canada.

Category (1) requirements:

You are eligible to apply if you:

- Are a Ukrainian national.

- Are a family member of a Canadian citizen or permanent resident (spouse, common-law partner, child, grandchild, parent, grandparent, or sibling/half-sibling).

- Are in Canada when you submit your application and when you are granted permanent residence.

- Have valid temporary resident status in Canada or have applied to restore your status if it expired less than 90 days ago.

- Hold a passport or travel document, or provide supporting identity documents if you do not hold one.

- Provide a signed statutory declaration form (IMM 0191) from your family member in Canada explaining your relationship.

- Are admissible to Canada.

Family Members Who Can Immigrate with You

Eligible family members who can be included in your application are:

- Your spouse or common-law partner.

- Your dependent child under 22 years old who does not have a spouse or partner.

- Your dependent child 22 years old or over who has been financially dependent on you since before age 22 and cannot support themselves due to a mental or physical condition.

- Your grandchild (dependent child of your, or your spouse or partner’s dependent child).

You can leave and return to Canada if you submitted your application while in Canada, have a valid multiple entry visa, and return before being granted permanent residence. Talk to us to determine if leaving Canada will affect your application and/or your status in Canada.

Category (2) requirements:

You are eligible to apply if you:

- Are the spouse or common-law partner of a Ukrainian national.

- Your Ukrainian spouse or partner is unable to leave Ukraine, is missing, has passed away, or is presumed to have passed away.

- Your Ukrainian spouse or partner is a family member of a Canadian citizen or permanent resident (child, grandchild, parent, grandparent, or sibling/half-sibling).

- Are in Canada when you submit your application and when you are granted permanent residence.

- Have not remarried or entered a common-law relationship with another person since leaving Ukraine.

- Have valid temporary resident status in Canada or have applied to restore your status if it expired less than 90 days ago.

- Hold a passport or travel document, or provide supporting identity documents if you do not hold one.

- Provide a signed statutory declaration form (IMM 0191) from your spouse or partner’s family member in Canada explaining your relationship.

- Are admissible to Canada.
